4SRB Engines: Existing, New, & Reconstructed Units Site-Rated>500 HP at HAP major-source facilities

Required Performance

  • 76% reduction of formaldehyde or 350 ppbvd at 15% O2 – Note: Any technology can be used to meet the standards – Performance tests must be conducted at 100% load ± 10%.

Testing

  • Initial performance test required – ASTM or formaldehyde test methods (FTIR orAcetylacetone only – no CARB 430 or EPA SW-846 Method 0011).

  • Semi-annual performance tests for formaldehyde – going to annual testing after two tests demonstrating compliance.

Monitor

  • If NSCR catalyst is used, continuous monitoring for catalyst inlet temperature (750-1250 °F min/max), with 4-hour rolling average. Pressure drop to be measured monthly and maintained within ±2” WC of the pressure drop measured during the initial performance test.

  • If other technology used, petition EPA Administrator for approval of parameters/no-parameters.

  • Initial performance test required – using CO portable method from ASTM or formaldehyde test methods (FTIR or Acetylacetone only – no CARB 430 or EPA SW-846 Method 0011)

  • Semi-annual performance tests for CO or formaldehyde – going to annual testing after two tests demonstrating compliance. Also option to use CO CEMS.

  • If oxidation catalyst is used, continuous monitoring for catalyst inlet temperature (450-1350 °F min/max), with 4-hour rolling average. Pressure-drop to be measured monthly and maintained within ±2” WC of the pressure drop measured during the initial pressure test.

Definitions

  • HAP major-source = 10 TPY of any single HAP or 25 TPY any combination of HAPs.

  • HAP – Typically acetaldehyde, benzene, formaldehyde, and toluene.
